    They are Skid Plates!

    They are designed to prevent the single axle trailer wheels from being
destroyed in the event of a catastrophic tire blow out!
Course if you do get a blow out of this magnitude you may be looking at
wheel well damage from shredded pieces of tire. This happened to Bill Jacobs
on his way to Mount Washington Rally in New Hampshire last Summer.
    I had never seen that kind of damage to a belly pan and wheel well from
just losing a tire. The strange part of that whole incident is, those tires
were relatively new.
Just proves that you can't be too careful about checking tire pressures and
condition while on the road.
