Bob, a number of vintage restorers/repairers (myself included) have used a two-part penetrating epoxy. It strengthens soft floors and should prevent further water damage. I don't know about the outgasing. It's supposed to be applied with good ventilation. Jim Greene ' 68 Tradewind
