I have never seen tow vehicle rentals.  The Rental companies have even
taken to welding the balls on their hitches to prevent people from
swapping to other sizes.  Of course, they don't have any brakes controls
either, relying on trailer surge brakes.

Only route I know of is borrowing one from a friend or family member.
