We used to do this all the time with our cars.  Just a wire from the
coil to the frame...with a switch in the middle. Sure would get your
attention.

You probably could use one of those electric fence transformers...should
do the job.

Now, how are you going to protect the innocent?  If this were on my own
property, I wouldn't hesitate...but, off my property is another matter.
