I don't know about the 'proper' way, but I crank mine down until they touch
the ground (after leveling the trailer as best I can), than add 1/2 turn or
less to the stabilizer. When the rig starts to move up, I quit.

I think the only purpose of the stabilizers is to stop the swaying caused by
walking around inside, not to level it.
