I have made two holding tank cleaning wands and they each work well.  Each
starts with a 3/4 female garden hose to 1/2 PVC adapter and then about 30
inches of 1/2 inch PVC.  On the bottom, you have two choices.  The easiest
is to just cap it off and drill a few holes on the side of the cap at
different angles to spray high pressure water at the sides and top of the
tank.  The other option is to use a barbed end and clamp on a section of
flexible tubing and let it whip around inside the tank.  I built mine for
under 4 dollars.  I have since built a fancy one where the shaft swivels as
well as the whipping action of the tubing.  One caution is to use a very
flexible rubber tube on the end so that it doesn't damage the tank, though I
doubt it would, but more importantly so that it whips in every direction.
