Greg,
 Surface rust on the brake parts won't hurt anything and is 'normal'. I
clean off all the loose stuff when disassembling the brake mechanism.
Naturally, you'll want to do them one at a time so you have a 'pattern'
if you forget how they go back together.

Besides the shoes, look at the magnets; they have brake lining on the
face of them also.

Try not to breath the brake dust, it often has asbestos in it. It's not
the kind of thing that will kill you right now, the only people who are
really in danger are those who work with it on a daily basis. Sorta like
smoking, a pack or 2 isn't gonna kill you, it's the pack or 2 every day
that gets ya. Still, it's not the best thing to inhale.
