The hydraulic brake scheme has been obsolete for 40 years. Think about
what happens to the tow vehicle brakes if the brake connection to the
trailer was to fall off. No brakes at all. Not a good idea. Go with
electric brakes and a Kelsey-Hayes hydraulically operated brake
controller. They may still be around heavy duty truck shops.

Changing the axle on that vintage Airstream isn't difficult, find a
horse trailer shop for most reasonable prices.
