Noise from the charger will be a little smaller than the mower because
there's not the blade whirring through the grass, but not a lot. Small
engine mufflers tend to be poor, though modern small engine mufflers are
getting a lot better. The air cooled engine is hard to quieten because
of the thin metal of cylinder and cylinder head required for effective
air cooling.

That article ignored the fact that the cooling fan on the alternator,
when mounted as they showed it would rotate backwards and so not cool
well. If the alternator was big enough and the output limited by the
engine that might not be a problem. The cooling fan is the only thing
that's sensitive to direction of rotation on an alternator.
