Try grabbing it with some locking pliers and twisting, if it's threaded it will
turn if it's not it will still turn, maybe all the way out.  I just this minute
got done doing the front brake on my wifes car, and the dust covers were a very
snug fit. Only with the largest plier I have, could I think of being able to
twist it.  I've also had dust covers that fit so sloppily, that I could just
pull them off by hand (I knurled them before putting them back on for a tighter
fit).
