Jeff,
 You're going to have to remove the wheel. It could be the bearing, and
it could be brake parts. I've seen the springs break and jam things up
like you describe. In any event, it shouldn't be too bad to fix.

If you can get the wheel off and clear out the brake parts, you can put
the wheel back on to get it into your drive, then disassemble it for a
permanet repair job.
