Gerald,
 The welding heat causes the broken bolt to expand, then contract when
cooling. That seems to break the bond between the bolt and the casting;
you can usually unscrew the thing with minimal effort.

Even if the broken bolt is slightly below the surface, you can easily
build up the end until you have it welded to the nut. The weld won't
stick to the casting, so you don't have to worry about welding the whole
thing together.
