There are two unknowns in your measurement, so I can't separate the
resistance of the VOM and the resistance of the ammeter. Perhaps if you
can find a second resistor to place in parallel with the ammeter while
the 10 ohm and VOM are in series and can tell me the ammeter reading
(and the value of the second resistor) I can come close to a meter
resistance value.

A 100 ma full scale meter (without internal shunt) could have an
internal resistance as low as 1/2 ohm if a quality meter. Still 50
millivolts drop.
