Gerald's right, you can't get something for nothing. As a comparison, I
have one of those thermoelectric coolers (like an ice chest). It draws 5
amps at 12VDC and will cool to 40 degrees below ambient.

The web site was kinda sketchy. Perhaps you put this thing on your head
and cools only your face? I could believe the cooling vs. power draw
claims if that's what it does.
