 The symptoms you describe can be explained:

The pump cycles on and off because of a restriction in that particular
faucet. Most faucets will flow more water than the pump can supply, so
the pump will run as long as the faucet is open. The pump stops when you
close the faucet and the pressure builds to the point where the switch
opens. You can easily see this effect by trying another faucet, only
part-way open. If you open it just a crack, the pump will run for a very
short time before cycling off; as you open the faucet further, the pump
will be 'on' for a longer time and 'off' for a shorter period. When
wide-open, the pump will continue to run.

As for the lights going dim and bright: The pump draws about 6 amps of
current, enough to drop the voltage just a bit. You'll see this in the
lights, but it really shouldn't be much more than a 'blip', most
noticable when the pump first starts. (the motor will draw a lot more
current as it starts)

Fix the sink faucet and you'll be happy.
