Seized lifters are freeable using a good soak in kerosene.  They come
out easy, too.  Just remove the handles by pulling straight down, remove
the screen, and then pop the screw assys out of the retainers.  6 pop
rivets hold the cap on if it is still attached.
They are rare, so take good care of the ones you have.  Keep existing
ones well lubed with lithium grease, and check before each trip the
security of the rivets that hold the cover to the hinge.  Hinges can be
repaired by welding/riveting new ones on top of the lifters.
