Noah,
 With the power off (of course!), simply lay a screwdriver across the
capacitor terminals. I'm assuming that you have drilled out the Pop
Rivets and removed the cover. If there's a charge on the capacitors,
you'll get something from a little spark to a loud "Crack!" when you do
so. You won't damage the capacitor(s) or anything else by doing this.

Because of the way the UniVolt is wired, it's unlikely to have a charge
on the capacitors.
