I am at the same point with a 69 International.

The gas in the furnace has to be coming from somewhere.  Have you
scrupulously checked everywhere  for leaks by brushing all the fittings with
soapy water, and looking for bubbles?  How about the nozzle or apperature or
whatever they call it.  Is the vent clear?
