This design is how current technology residential room/window A/C units are
getting their high SEER's; they recapture part of the latent heat associated
with the condensation removed from the conditioned space by collecting it in
a pan and using the fan blade to spray it across the condensor coil
section.  The thing you don't want to do is try to create your own drain
path by drilling a hole in the pan. If you do, your unit will still work but
you will lose both efficiency and cooling capacity.  Let the unit take care
of its own condensate.
