Go to Sam's, and look at their 10x20 shelter.  It is pre-fab, cut to
finish, all pieces included, heavy duty white poly and fiber top, and
only $149.   I don't think you can make it for that much.   If it is too
low for an A/S, you can easily raise it a foot or more with extensions.
It looked rugged enough to withstand a very strong wind.
