Bob,
   Isn't foam, by it's very nature, full of (air) holes?  If it indeed is, 
wouldn't that WICK water right to where you don't want it? Have considered this 
very same problem myself and have as yet to come to a suitable solution. Have 
thought of everything from fibergass resin to "liquid tape" (a liquid rubber 
stuff that begins curing...eventually). Still have reached no conclusions on 
what to use, and though I don't currently have a problem in this area, I'd like 
to be proactive.
