Gene,
 Your regulator/switcher senses when the selected tank goes empty and
automatically switches to the un-selected tank. At the same time, it
pops up that little red indicator to tell you of the situation. Normal
procedure is to move the selector knob, close the valve on the empty
tank, and remove it to get it filled. You then reinstall the now-full
tank and open its valve. When the selected tank goes empty, it goes
through the same rigamaroll again.

The reason it says to 'call dealer' is that it was originally meant to
be used in a stationary application such as a mobile home with 2 larger
(100# or greater) tanks. You don't normally cart those to the dealer for
filling, they send a truck out and fill them on-site.

If that regulator/switcher ever goes bad, they're about $30.00 from your
local dealer or places like Camping World. Most older ones had 2
seperate components, but the newer outfits combine both regulator and
switcher into one.
