   Those were evaporative water coolers that worked in the arid Southwest.  
The cooler was filled with water which laid in a trough in the bottom half of 
the cylinder.  A screen spring-wound around a tube sat partially in the 
trough.  A cord attached to the end of the screen.  Pulling to cord unwound 
the screen through the tough, filling the screen "pores" with water.  The 
evaporation of the water from the screen cooled the air, which was forced 
into the car through the long flat rectangular tube at the top of a 
near-fully raised window.  It wouldn't have worked too well in Seattle or 
other locales with high humidity.  :)
