Dave,
 Although I don't doubt that you're measuring 19VAC, I question exactly
how you're measuring it. If you select "AC Volts" on your meter and put
it directly on the output of the Univolt with no battery connected, it
wouldn't surprise me if it measured 19VAC. I find it very hard to
believe that the fan and pump are really supposed to operate from that
sort of voltage instead of a nominal 12VDC.
