 OK, you now have me convinced that it does actually put out 19VAC.
However, I'll bet that the fan and pump will work fine on 12VDC. It
won't cost you anything to try, and if you're nervous, put a 10-amp fuse
inline before testing.

If there's no rectifier, how does it charge the battery? Or doesn't it?
