Should I be able to to "lock" the trailer wheels(single axle) at about
20 mph on asphalt with the brake controller adjusted and the gain set
at max using the manual slide lever on the controller?  I'm trying to
determine if the brakes on my 55 Safari are any good. I read somewhere
that this was the way to check them.  If anyone knows of a better way
to test them I'd appreciate hearing about it
