Regarding your question 2, it sounds like a hydraulic surge brake.  I had
one on a Hi-Lo trailer I used to have.  The handle was used as both a
parking brake and an emergency break away brake.  It should have a small
chain, or a hole to attach one.  The chain was attached to the hitch or tow
vehicle.  In the unlikely event of a break away, the chain would pull the
handle, setting the brakes on the trailer.
