This is not a problem unique to Silver Streaks.  I have noticed the same 
problem myself in my '72 Streamline, and it is a problem common to 
Airstreams as well.

If you do a search on my site from the Home page, under "Search Site" and 
search for sticky walls, you will get all kinds of replies.  Many have 
pondered upon solutions for this problem, and many have cursed previous 
owners who likely were smokers.

I suspect though, that the real cause is what is suggested in the following 
posting from an Airstream owner:

"After you remove the residue that is actually the glue that was used to
attach the covering to  the aluminum seeping thru to the outside, it has
been recommended to coat with Future wax to prevent the problem from
recurring.  We haven't done this yet, but others have, and is supposed
to be an inexpensive cure."

This makes some sense.  Clean off what is there now, and then seal the 
surface with a wax, so that it doesn't recur.
