Terry, try pure silicon rubber like GE bathtub caulk
in clear or white. I have used that with great success
to seal TV high voltage leaks. Some manufacturers send
silicon rubber and sleaves to splice the HV wire when
replacing big screen projection tubes and it holds the
30 kv voltage. Be sure to clean off any black as Dr.
J. said, that is a carbon path that will conduct. Phil
