Remember that, depending on the length of the plumbing before the blank 
tank dump valve, the plumbing can hold several gallons of liquid before 
the tank starts filling up.

I always dump a couple of gallons in the tank, till I see liquid on the 
bottom of the tank when I look through the toilet. Then I add the chemicals.

If I don't do this, things tend to "pile up" with no liquid to dissolve 
them until later in the trip.
