It's out there some where like you say. I've got a copy of Dick Cooper's 
Serial Number chart he made  up for the Vintage Club some years ago.
According to it, with some interpretation of your e-mail it breaks down 
like this:

I (not 1) is the trim, in this case International
31 = length
B = Center bath, double bed
6 = 1976 model
J = built in Jackson Center, OH
3848 - production serial number

In other words it appears to be a 1976 31' International Sovereign 
center bath rear double bed coach.
