I believe he is referring to an accumulator tank.  This type of tank is 
charged with air pressure via the Schrader valve and water pressure pushes 
against the air pressure of this accumulator.  Houses with wells instead of 
city water systems use a similar tank but they call those water storage 
tanks.

Look up a water system accumulator tank from Shur-Flo and you will see what 
you can purchase to install on your system if it's not there already.  Newer 
trailers came from the factory with them installed.
