Though I'm not sure what a 'rivet shaver' looks like in person, I can imagine
what it might be like.  Were I in your situation, I think I'd install a rivet
on a test piece, then try a small woodworker's block plane, with a couple of
wood strips attached lengthwise to the sides, just the thickness of the amount
of rivet head you want left when you're all done.

Since the rivets and their mandrels, are aluminum, a good steel blade should
shave it off with little effort.  Nor do I know how much of the rivet is left
proud after installation, but you could rough it in with a Dremel, fitted with
a fiberglass disc, then finish it off with the plane.

Or buy the real thing, and rent it out to the rest of us!    : J)
