Suggestions? Sure.
If it's just the plating that has gone away and the metal has surface rust:
clean off the rust as best you can with something like a Scotch-Brite pad.
Clean the surface and apply a product like the kind that Rustoleum sells
that changes 'rust' to a black type of reconstituted 'metal' that can then
be painted, etc. I don't see any reason why you couldn't use one of the
spray 'Chrome' paints from a known company such as Rustoleum, etc. The
chrome paint would of course be 'plastic chrome' but you will have stopped
the rust from getting worse or coming back at that location. And, the
'plastic chrome' should make those ancient shelves look good or nearly as
good as new.
