The only thing you misunderstand is the need for codes.

Drop the smart politics from your post and it reads much better.

Codes are to protect you, your family, strangers, and future owners of your 
property.  If you prefer a world without codes and inspectors, such as 
Mexico and much of the third world, you may live there.  Those buildings 
often fail when stressed by acts of God--earthquakes, storms, etc.

One man's nanny is another's protector.
