[VACList] 12 volt shock? National Electrical Code??

my understanding is that there is a national law passed back in the REA days
(1920s) which stated that regardless of where you stood on U.S. soil, it was
covered by the National Electrical Code as a MINIMUM level of standards. That
States, counties and municipalities could make the standards even tougher
depending on the degree of "nannyism" (aka socialism) in effect in the
jurisdiction. Harris County vs Houston (Texas, by God, of course!) is a good
example of this. Completely different codes for City vs County.

Further, the NATIONAL Code is updated periodically to reflect technological
changes or the degree of NATIONAL nannyism.

is all of the above a mess of lies that I have been told all of my life???

thanks
