         You're right, that's not the best way to do it.  I was not at the 
factory while the repairs were done, but a friend on Hunter's list was and 
described the process to me.  I suspect economics at work, too.  Obviously, 
they removed all the old rivits; this model year had the panels glued down 
to the ribs; I don't know the details about any separation layer applied, 
nor if they picked up the old rivet holes by some means - perhaps the new 
panel was pre-punched, and they could align that way.  I was not terribly 
happy to learn how the repair was done, but it looks ok-I cannot tell it 
was repaired.  My only complaint has been that they were a bit sloppy with 
the sealant.
