 You've done the usual things, but didn't mention checking the gas pressure.
It must be close to 11" W.C. and has to stay at that pressure when other
appliances are operating.

If you don't have a guage or manometer, a quick check is to light a stove
burner, then another, then another, while watching the first one. The flame
should not change appreciably.
