Dick,
 You're OK with the way it's working. The reason for the caution is that
many older converters don't filter the output well, if at all. Many put out
AC when plugged into shore power, putting DC to the battery only. This will
fry the electronics in the water heater.

There's technical reasons why your meter reads the way it does, but don't
worry about it.
