Bob,
 Are you opening the valve on the tank ALL THE WAY? Those are double-seat
valves and are not meant to be operated "partially open". By rights, the
packing shouldn't leak anyway, but a minor leak is of no consequence because
it leaks only during valve operation (opening or closing), not while it's
either closed or full-open.

This is true with all propane tanks, and many folks don't realize it.
