Perhaps the problem is because you are using 2 regulators BUT I had a
regulator go bad on me last year. It started out working normally but ended
up letting only a trickle of water through. I suppose that they could fail
the other way (by not restricting the pressure at all) but this is the
second and only time I have heard of them failing, and both times they
stopped letting water through.
