The 25 year rule should stand as it currently is.  People, cars and travel
trailers get old.  In AZ, any car 25 years old or older qualifies for
"vintage" license plates.  In most places, any person 65 or older qualifies
for a senior discount.  It's age that determines that, not a cutoff date.

Let's not mess around with the VAC eligibility date.
