[VAC] help identify this unit

Could I please get some opinion on what this is?
I'm told it's a '59 caravel but the serial number
(though hard to see in this pic) looks like it
starts with "16" and wouldn't that mean it's a 16
foot model, which they didn't make in '59? 

I also included the curbside shot. I can post
more pictures if it would help in identification.
