Sounds like the short is still there...maybe
something fused to the shell when the short appeared.
I had a similar problem in that the lights on my
A/S didn't work at all...found that a short in the license plate light caused
it.
Might remove the light fixture where he replaced
the bulb and see if that's the source of the problem.
