No, a member-at-large doesn't belong to a unit, so I am not sure where the 
extra money goes.  I just looked up the WBCCI application, and it's worse 
than I remembered - a regular member pays $45 plus unit dues, but a member 
at large pays $60.  What is the extra $15 used for?  I am speculating that 
it is just an incentive to join a unit, since you have to pay the extra 
money anyway.
