[VAC] water tank

Hi Charlie:  I need to clear my thinking....my 1964 Soverign water tank is under
one twin bed and has a valve to drain it out the bottom of the trailer.....does
that mean that it is a bottom drain and the tank is really empty?    When I come
home from trip I always drain and fill with fresh water and the 1 teaspoon of
clorox so to be ready
to leave in a hurry or move into A/S if house electricity goes off.    thanks
