[VAC] Front window won't open all the way

The center front window on my rig won't open to the horizontal position, as
will all my other windows. The mounting brackets are fastened too high to
allow the use of the openmost position. Why is this? Is there any reason I
can't drill out the rivets, lower the brackets, and be able to open my
window all the way? Are all AS's rigged this way?
