I'd be inclined to try pumping into an empty hose out the door or some such to
check the pump function, just to eliminate that part of the equation.  Basic
trouble shooting is to go to the middle of the circuit and check both ways.
Potential problems are halved that way.  Checking the middle of each half at
each step will eventually isolate the problem area.  By the way if you have an
air compressor at your disposal that will be somewhat less messy than water for
trouble shooting, once you have eliminated the pump, of course.  It's hard to
see if the pump is working with air.
