The resistor does produce heat. The larger it is for the power
dissipated the lower the temperature rise. Power resistors and rheostats
are made with ceramic cores and glassy glazes that will take near red
heats without significant damage to themselves. Surround objects have to
be concerned about being overheated by the heat radiated from the hot
components, though these resistors don't get to a dull glow without
several times rated dissipation.
