On our '65 Caravel, the fans and water pump are on the same circuit. 
There is a 2 position switch at the Univolt to select "City Power" 
(18VAC) or "Battery" power (12VDC) to the circuit.  A similar switch 
(12VDC only) is for the lights. Sounds like the '69 has (or had, if 
someone messed with the wiring) a similar setup & circuit.
